According to Xinhua News Agency, Beijing, October 9th, recently, the General Office of the State Council issued the "Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (hereinafter referred to as the "Opinions"), deploying to accelerate the construction of electric vehicle charging infrastructure.

The "Opinions" make it clear that my country will take pure electric drive as the main strategic orientation for the development of new energy vehicles, and strive to achieve By 2020, a moderately advanced charging infrastructure system with accompanying vehicle piles and intelligent security will be basically built to meet the charging needs of more than 5 million electric vehicles.

The "Opinions" propose that special planning, design and guidance for charging infrastructure construction should be strengthened. All localities should incorporate the relevant content of the special planning for charging infrastructure into urban and rural planning. In principle, the proportion of parking spaces for new residential buildings, parking spaces for large public buildings, social public parking lots or reserved for the installation of charging facilities is 100%, 10%, and 10%, respectively. Cars are equipped with at least one public charging station.

The "Opinions" propose that it is necessary to improve the standards and specifications of charging facilities, build a charging intelligent service platform, establish an interconnection promotion mechanism, do a good job in supporting grid access services, innovate charging service business models, accelerate the formulation, revision or improvement of relevant standards and specifications, and vigorously promote "Internet + charging infrastructure" to promote the two-way interaction of energy and information between electric vehicles and smart grids, set up a national electric vehicle charging infrastructure promotion alliance, and incorporate charging infrastructure supporting grid construction and transformation projects into special plans for local distribution networks. Encourage charging service enterprises to innovate and build charging infrastructure business cooperation models.

According to the "Opinions", local governments will issue special plans for charging infrastructure before the end of March 2016, and formulate and issue management measures for the construction and operation of charging infrastructure. The National Development and Reform Commission and the National Energy Administration will strengthen coordination and cooperation with relevant departments, and strengthen the guidance and supervision of local governments.
