On February 24, Premier Li Keqiang presided over an executive meeting of the State Council to determine measures to further support the new energy vehicle industry and promote green development through structural optimization; it is required to strengthen market-oriented innovation and accelerate the pace of development of new energy vehicles.

The meeting pointed out that the development of new energy vehicles and the promotion of the industry towards China are conducive to protecting and improving the environment. In the past two years, under the guidance of national policies and the efforts of all parties, my country's new energy vehicles have achieved remarkable results in terms of research and development, promotion and technical level, and production and sales have grown rapidly. In the next step, we must adhere to market orientation and innovation drive, rely on mass entrepreneurship and innovation, strive to overcome core technologies, break bottleneck constraints, and accelerate the pace of development of new energy vehicles.

The meeting emphasized five major measures to further support the new energy vehicle industry:

First, accelerate the realization of a revolutionary breakthrough in power batteries. Promote large and medium-sized enterprises, universities, scientific research institutes, etc. to set up a power battery innovation platform for collaborative research and open sharing, and focus on the research and development of common and basic technologies such as key materials and battery systems. The central government adopts the method of substituting rewards for subsidies, and rewards enterprises according to indicators such as power battery performance and sales volume. Increase support for power battery digital manufacturing complete sets of equipment.

The second is to speed up the construction of charging infrastructure. Clarify the responsibilities and rights of local governments, owners, developers, property and power grid companies, and promote the implementation of the requirements for building charging facilities in residential quarters, party and government agencies, enterprises and institutions, airport scenic spots, and other social parking lots. Use the investment in the central budget and special financial bonds for distribution networks to support the construction of charging facilities in various places, encourage local governments to establish incentive and subsidy policies based on the amount of charging, and reduce or exempt charging service fees.

The third is to expand the application ratio of new energy vehicles in urban public transportation, taxis, sanitation, logistics and other fields. The proportion of the purchase of new energy vehicles by central state organs, government departments and public institutions in cities where new energy vehicles are popularized and applied should be increased to more than 50% of the total number of vehicles equipped and updated in that year.

The fourth is to improve the quality of new energy vehicles. Improve access standards, strengthen quality and safety supervision, develop new energy vehicles + the Internet of Things, strengthen production enterprises' safety monitoring and dynamic inspections of new energy vehicles, and establish punitive compensation and market withdrawal mechanisms.

The fifth is to improve support policies such as financial subsidies, urge the implementation of the requirement not to limit the purchase and sale of new energy vehicles, break local protections, and crack down on "fraudulent subsidies". Establish a reasonable return on investment mechanism, and encourage social capital to enter service fields such as the construction and operation of charging facilities, vehicle leasing, and battery recycling. The State Council's new energy vehicle coordination mechanism and its office should perform their coordination duties well.
